Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award an Order under Basic Ordering Agreement (BOA), N00019-16-G-0006, to General Atomics, San Diego, California (CA) for the procurement of AAG Depot Planning Phase II efforts, support Logistics, supportability analysis, maintenance planning, reliability maintenance, support equipment recommendations and support program development, provisioning data, post production support, packaging requirements identification, Technical Manual (TM) and developments as they directly correlate to AAG Depot Planning for CVN 78 and CVN 79.
As the sole designer, developer and manufacturer of AAG, GA is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services.
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by FAR 6.302-1, 'Only One Responsible Source', and no other supplies or services will satisfy agency requirements.
There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for efforts described above.
