NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Division of Respiratory Disease Studies (DRDS), Morgantown, WV, hereby announces its intent to issue a purchase order for a contract statistician.

Background and Scope:

The Field Studies Branch of the Division of Respiratory Disease Studies seeks a PhD level Principal Investigator for their project and a PhD level statistician, at 3.5% and 12.5% respectively, to provide statistical consultation to NIOSH researchers. Field Studies Branch researchers will provide day to day technical direction for the contract statistician. The principal Investigator will be responsible for overall management of contract work and contract personnel. Work is to be completed on-site.

The contract statistician should have good command of complex statistical principals and methods and should be able to apply this knowledge using SAS (Statistical Analysis System) to applied research data. Statistician will provide PhD level statistical consulting support to a variety of projects being conducted with the Field Studies Branch. Work will be at the direction of NIOSH project officers. Data that will be managed and analyzed by the contractor is subject to the provisions of the Privacy Act and Assurance of Confidentiality. Contractors are required to comply with these provisions.

The PI and the contract statistician are to be identified as key personnel. Key personnel are to be identified in writing by the contracting organization to the Contract Officer for approval by the Contract Officer in collaboration with the Project Officer.

NIOSH will supply an on-site office and access to computing resources necessary to complete the task. The contract statistician is required to be on-site at NIOSH.

Contractor's must submit resumes demonstrating their experience and expertise.  Contract award will be made to the lowest priced technically acceptable offeror.  Quotes must include the contractor's hourly rate for 312 hours per year.

Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov.

The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement.
