The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to issue an award on a sole source basis (IAW FAR 13.106-1(b)(1)) to Illinois Tool Works, Inc. 825 University Avenue, Norwood, MA 02062-2643, for a new Advanced Video Extensometer 2 (AVE 2) part #2663-901 for an existing Instron mechanical load frame along with the associated Bluehill Universal Software part #2450-730. A new Advanced Video Extensometer and the associated Bluehill Universal software is required to replace the old system for measuring strain in materials.

Illinois Tool Works, Inc. is the only company that can meet the required contract needs. The GSL uses the Instron 4206 Mechanical Load Frame for a wide range of testing to support work for labs across the ERDC. The only part meeting requirements for the AVE system is part #2663-901 produced by Illinois Tool Works, Inc. In order to seamlessly communicate with the Instron 4206 Load Frame, Illinois Tool Works, Inc. is the only company that can provide the equipment needed and the associated software that interfaces with their mechanical load frame. The operability of the Instron 4206 Mechanical Load Frame needs to be guaranteed in order to support ongoing ERDC research.

The intended procurement will be classified under North American Industry Classification System (NAICS) 334519 (Other Measuring and Controlling Device Manufacturing) with a Small Business Size Standard of 500. The Government intends to procure from only one source under the authority of FAR 13.106-1(b) using simplified acquisition procedures. This is not a request for competitive proposals and no solicitation is available.
