ADVERTISEMENT FOR PRE-QUALIFICATION AND NOTIFICATION OF BID FOR VILLA PARK SCHOOL DISTRICT 45 ADDITIONS, RENOVATIONS AND NEW EARLY CHILDHOOD CENTER, VILLA PARK, IL BID RELEASE 1 Gilbane Building Company, Construction Manager, for and acting on behalf of Board of Education of Villa Park School District 45, is receiving lump sum proposal forms from interested contractors for the Villa Park School District 45 - Additions, Renovations and New Early Childhood Center. The project Consist of additions and renovations at three existing schools, renovations at 2 existing middle schools, and one new Early Childhood Center (ECC), as follows. Bid Release 1 will include Concrete Work, Site Work and Utilities, Misc. Demolition, and Middle School Renovations. ECC: New Early Childhood Center consist of approximately 32,000 SF one story school located on existing playfields adjacent to Jackson Middle School. Work will start summer 2021 with substantial completion summer 2022. Ardmore Elementary School Addition: Work at Ardmore will include a new Entry Addition of approximately 900 SF, and existing office renovation of approximately 2,000 sf. Work will start summer 2021 with substantial completion summer 2022. Westmore Elementary School Addition: Work at Westmore will include a new Three Classroom Addition of approximately 5,500 sf., along with parking lot expansions. Work will start summer 2021 with substantial completion summer 2022. North Elementary School Addition: Work at North will include a new Four Classroom Addition of approximately 5,500 sf., along with parking lot expansions, and underground storm water detention. Work will start summer 2021 with substantial completion summer 2022. Jackson Middle School and Jefferson Middle School (Renovation Summer 2021): Renovation / classroom modernization of the existing Jackson Middle School, approximately 114,000 sf. And Jefferson Middle School, approximately 98,000 sf. Work will consist of painting, minor demolition, marker boards, and tack boards and various finish upgrades. BID RELEASE 1 - BID PACKAGE BP# Description 02A Demolition Work - Ardmore, Westmore & North Elementary School 06A General Trades Work - Jackson & Jefferson Middle School 03A Building Concrete Work - Early Childhood Center 31A Earthwork & Site Utilities & Paving Work - Early Childhood Center 03B Building Concrete Work - Westmore Elementary 31B Earthwork & Site Utilities & Paving Work - Ardmore & Westmore Elementary 03C Building Concrete Work - North Elementary 31C Earthwork & Site Utilities & Paving Work - North Elementary The bid documents will be distributed to pre-qualified bidders on or about Wednesday, February 3, 2021. A Pre-Bid Conference will be held on Friday, February 12, 2021 at 11:00 a.m. local time via online Teams meeting. An individual site visit may be scheduled separately with the Construction Manager on Monday, February 15, 2021 - contact David Laramie at 312-405-7947 to schedule a site visit. NOTE: Face covering and proper PPE is required to visit the site. No-one will be allowed onsite without a face covering or PPE. The proposals will be due on Tuesday, March 2, 2021 at 11:00 a.m. local time via bidder's prequalification account at www.ibidpro.com. To bid this project, bidders must be qualified by Gilbane Building Company. The prequalification application is to be completed online at www.ibidpro.com. Bid Security in the form of a bid bond in an amount equal to ten percent (10%) of the base bid is required from all Bidders. No other forms of Bid Security will be accepted. Guarantee Bonds in the form of a Performance Bond and Labor and Material Payment Bond in an amount equal to one hundred percent (100%) of the bid will be required from the awarded Bidder. The work will be done in accordance with the Contract Documents. "FAILURE TO COMPLY WITH THE REQUIREMENTS OF THIS INVITATION TO BID WILL RESULT IN THE DISQUALIFICATION OF THE BIDDER". This contract calls for the construction of a "public work," within the meaning of the Illinois Prevailing Wage Act, 820 ILCS 130/.01 et seq. ("the Act"). The Act requires contractors and subcontractors to pay laborers, workers and mechanics performing services on public works projects no less than the "prevailing rate of wages" (hourly cash wages plus fringe benefits) in the county where the work is performed. For information regarding current prevailing wage rates, please refer to the Illinois Department of Labor's website at: https://www2.illinois.gov/idol/Laws-Rules/CONMED/Pages/Rates.aspx. All contractors and subcontractors rendering services under this contract must comply with all requirements of the Act, including but not limited to, all wage, notice and record keeping duties. Lake Villa School District 45 and Gilbane Building Company reserve the right to reject any or all bids. All information submitted as part of this process shall be considered public information under the State Freedom of Information Act unless specifically disclosed on the applicable information by the Bidder. Challenges to such exemptions shall be defended solely by the Bidder. Bidders who are not pre-qualified in accordance with this Advertisement will have their bids returned unopened.
