Notice of Intent to Award Sole Source

 

Intent of the Notice:  Army Contracting Command - Orlando (ACC - Orlando intends to issue a contract on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1) implemented by FAR 6.302-1(a)(2)(iii)- Only One Responsible Source to acquire Aerial Weapon Scoring System (AWSS) scoring hardware, field services, engineering services, operations, and cybersecurity support required in support of aviation gunnery exercises at selected Continental United States and Outside Continental United States Ranges, Posts, Camps, and Stations. 

 

Brief Description:  Design, development and fabrication of Aerial Weapon Scoring hardware, and field and engineering services.  The AWSS is a transportable system which includes a subsystem to score machine gun engagements, training rockets and score engagements using the Hellfire Training Missile (HTM).  The field services support is to be used for the following type of efforts: (1) resolve problems encountered during field services for existing AWSS; (2) provide technical engineering support and field support for AWSS. The engineering services portion is to be used for the following types of efforts; (1) evaluate modifications and improvements to AWSS hardware to accommodate unique and long term requirements; (2) design, develop, and fabricate new scoring prototype hardware that will interface with existing equipment; (3) support AWSS integration into the Digital Range Training System; Aviation Gunnery Ranges; and Aviation add-on Stations (4) provide post production Software support. The operations portion is to be used to provide scoring operations for testing and evaluation (T&E) applications and other unique scoring applications (i.e. maritime and foreign military sales. The repair support will include repairs necessary for engineering units or ancillary devices.
