SOURCES SOUGHT:

The anticipated North American Industry Classification System Code (NAICS) for this requirement is 325120, with the corresponding size standard of 1,000 employees. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required supplies/services under NAICS 325120.

To assist DLA Energy-Aerospace Energy in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirement areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service-Disabled Veteran Owned Businesses, Women-Owned Small Businesses,

HUBZone Small Businesses and 8(a) Businesses. You should provide information on how you would envision your company's area of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.

In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Sub-Contracting Clause (FAR 52.219-14).

 Defense Logistics Agency (DLA) Energy-Aerospace Energy, requires delivery of; Aviator’s Breathing Oxygen (ABO)( NSN 6830-01-644-2463), Technical Nitrogen (LNB)( NSN 6830-01-644-2557) and Nitrogen Liquid Type II Grade B 99.5% (NSP)( NSN 6830-01-663-6199), f.o.b. destination to various locations in Northeast United States. See attached specifications (Reference attached DRAFT Statement of Objectives (SOO) for details).

SUBMISSION REQUIREMENTS:

1. Business name and address

2. Name of company representative and their business title

3. Type of Small Business

4. Cage Code

5. Is the Business registered in the System for Award Management (SAM) as a small business under NAICS 325120? Is the business registered in SAM to bid on Department of Defense (DoD)-Issued or DoD-Funded contracts (Answer to Question 34 of the registration is "Yes")?

Vendors who wish to respond to this Sources Sought shall submit responses via email no later than December 10, 2019 4pm (EST) to [email protected]. Interested businesses should submit a brief capabilities statement package (no more than five pages) demonstrating ability to provide the supplies/services in this announcement.
