This is a follow-on Pre-solicitation Notice to Sources Sought Notice SPE600-17-R-5X27 and Pre-solicitation Notice SP0600-18-R-0518. This Pre-solicitation notice for upcoming Solicitation SPE603-18-R-0518 is for the Air Force Government-Owned, Contractor-Operated (GOCO) Midwest Region Bulk Storage Services to ensure safe, accurate and timely receipt, storage, transfer, issue, and accountability of all DWCF-owned petroleum products and cryogenic products under their control, maintain inventory accuracy, and ensure no environmental impact at Midwest Region locations: Altus, AFB, OK; Dyess AFB, TX; McConnell AFB, KS; Offutt AFB, NE; Scott AFB, IL; Whiteman AFB, MO. Six awards will be generated from this solicitation. The period of performance is a four-year base period, November 1, 2018 through October 31, 2022 with one four-year option period and a 6-month extension. This procurement will be a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. All responsible Service-Disabled Veteran-Owned Small Business (SDVOSB) Small Business Concerns that meet NAICS code size standards may submit an offer which will be considered for award.

Attached is the draft Performance Work Statement and each Appendix AF associated with each location specified below.

The draft solicitation will be posted to FBO to be determined at a later date. Below addresses the location and date for the upcoming Site Visit for each location. The time and meeting location on each base will be provided through a follow-on amendment.
