THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATIONS.The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Affymetrix Inc., Santa Clara, CA 95051, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase is for the following items:1) # 902416-(4 EA)-GeneChip 3" IVT PLUS 30 RXN; 2) #900467-(3 EA)-Human Genome U133 Plus 2.0 array, GC Contain 30 GC HG-U133; #902446-(Kit, miRNA 4 and FlashTag (30 rxns); #900497- Mouse Genome 430 2.0 array 30 pack GC, contains 30 arrays. The use of the Affymetrix GeneChip 3 Prime IVT Express Kit, Affymetrix Eukaryotic GeneChip Arrays, miRNA V4 Arrays, and Flash Tag Kit allows the NMG to provide the Institute with high quality data using the latest in genomics technology. The Affymetrix GeneChip 3 Prime IVT Express Kit and Affymetrix Eukaryotic GeneChip^TM Arrays combine all reagents necessary for performing labeling of samples for use with Affymetrix Eukaryotic GeneChip^TM Arrays. The labeling kits are specifically designed to allow for maximal labeling efficiency to perform microarray experiments with Affymetrix GeneChip^TM Arrays. The GeneChip^TM Arrays are used to perform experiments that measure gene expression changes in the Human and Mouse genomes. The miRNA V4 arrays and Flash Tag kits combine all reagents necessary for performing labeling of samples for use with Affymetrix miRNA V4 Arrays. Maintaining continuity of experimental procedures in the lab is crucial to the success of the NIEHS.
These arrays and reagents are the only items that can be used with the existing Affymetrix GeneChip system (consisting of hybridization oven, fluidics station, and laser scanner) for on-going research. Affymetrix is the only vendor that can produce the Affymetrix photolithographic manufacturing technology that enables consistent reproduction of probe array designs and reduces variation inherent in less sophisticated array manufacturing technologies.Ordering from another source would compromise on-going experiments and compromise the integrity of data. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Contract Specialist at the address stated below. This notice of intent is not a request for competitive proposals; however, all responses received within 10 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 10 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Affymetrix Inc. The NAICS Code/Size is 325414/500 EMP. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $150,000.
