The Health Resources and Services Administration (HRSA) intends to negotiate on a sole source basis a Purchase Order for the Healthcare Systems Bureau (HSB) with Securitec Inc. W175 N11117 Stonewood Drive, Suite 110, Germantown, Wisconsin 53022. The purpose of this requisition is to purchase copies of the African American Passports (51,100) and General Public Passports (60,000).
This procurement shall be processed in accordance with the Federal Acquisition Regulations Part 13.501(a). The Government intends to solicit and negotiate with only one source under the authority of FAR 6.301-1, a Justification for Other Than Full and Open Competition is on file, which states and supports that the Securitec, Inc is the only vendor that has trademarked protected and has a copyright on the concept of health passports. The passports meet the government's unique requirements. This notice of intent is not a request for quotes. A determination by the government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

In accordance with FAR 6.305 a copy of the Justification for Other Than Full and Open Competition will be posted 14 days after contract award.
