Sources Sought Synopsis

The Air Force Flight Test Center (AFFTC) is seeking potential sources capable of providing Air Force Research Laboratory (AFRL) Permit Streamlining Support Carbon-Carbon for Edwards AFB, CA.

AFRL is currently experiencing extreme operational limitations with their existing Permits to Operate (PTO's) and the Authority to Construct (ATC) process. Their limited flexibility with equipment (furnaces, reactors, presses, etc.) and limitations on materials that can be processed affect AFRL's ability to fully pursue research and development (R&D) and production business opportunities. In support of AFRL's activities at Edwards AFB, this project will identify and implement permit strategies to increase AFRL's operational and R&D flexibility while meeting the applicable air quality requirements. Close coordination with AFRL staff, 95 ABW/CEV staff and Eastern Kern Air Pollution Control District (EKAPCD) will be required to meet the objectives of this project. All service will be performed in a manner that complies with the current Federal, State of California, Kern County, local laws and regulations.

The North American Industry Classification System (NAICS) number for this effort is 541620 - Environmental Consulting Services, with a size standard of $7M. It is anticipated that this FFP contract will be awarded with a performance period of 6 months.

Contract award is estimated to take place March 2012. This synopsis constitutes one form of early industry involvement and the Government requests industry recommendations, opinions, and feedback. This synopsis is for planning purposes only, and does not constitute a solicitation for bids/proposals. Responses will assist the Government in determining whether to set-aside/restrict competition in some way or solicit offers from all responsible sources. The Government does not intend to award a contract on the basis of this notification or otherwise pay for any information.
