THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. The purchase will be made under simplified acquisition procedures, other than Full and Open Competition as authorized by FAR 6.302-1, and Statutory Authority: 10 USC 2304 (c)(1) as implemented by FAR 6.302-1.
