DC 20460 Response Date: September 25, 2020 12:30 PM EST In accordance with FAR 13.I06-1(b)(I). the U.S. Environmental Protection Agency (EPA), intends to award a Sole Source Firm Fixed Price Purchase Order for services required for Advantage Silver Service Agreement. Duties and responsibilities: The one-year base and four-option year service agreement is for the Advantage Silver Service Agreement for 7890A Gas Chromatograph / 5975C Mass Spectrometer system/EI-CI (GC/MS). Specific characteristics of the service agreement that limit the availability to a sole source are the availability of trained providers and exclusive software. Only this suggested source can furnish the requirements, to the exclusion of other sources, because The Agilent Technologies 7890A GC/ 5975C MSD operated by Environquant software that provides capabilities not available in equipment from other manufacturers, as the Environquant software is propriety intellectual property of Agilent Technologies. Because of the complexity of this instrument, other mass spectrometer providers and maintenance engineers do not have the expertise, experience, or supplies to maintain, troubleshoot, and repair this high-resolution mass spectrometer. This notice of intent to award is not a request for competitive quotations. Interested concerns capable: or providing the service as described in this notice may submit a Capability Statement outlining their capabilities. Information received will be evaluated for the purpose of determining whether to conduct a competitive procurement. Capability Statements must be received within the time set forth in this announcement to be considered by the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
