The Government intends to issue a sole source contract to Alliant Techsystems Operations (ATK), Northridge, CA. The resultant contract will be a three (3) year indefinite delivery indefinite quantity type (IDIQ) contract; Under the authority of 10 USC 2304(c)(1), FAR 6.302-1"Only one responsible source and no other supplies or services will satisfy agency requirements." The US Government does not own the technical data required to competitively award this requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

This synopsis is published for informative purposes (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS).  Interested parties, however, may identify their interest and capability by responding to the requirement.  Companies interested in subcontracting opportunities should contact ATK, Inc., directly. It should be noted that this effort is expected to be a cooperative program between the United States Department of Defense (US DoD), Italian Ministry of Defense (MoD) and the Australian Department of Defence (Australian DoD). Accordingly, project information developed by the Contractor shall be accessible to the Italian DoD and Australian DoD.
