Overview of the Requirement and the Purpose of the Notice

USAID's Bureau for Food Security has identified the need for a specialized, responsive, and well-integrated mechanism to adequately support an inclusive food-systems approach in working toward a Food-Secure 2030. USAID will use this Project to support the three core programmatic objectives of the U.S. Government's Global Food Security Strategy:
1) Inclusive and sustainable agriculture-led economic growth, 2) Strengthened resilience among people and systems, and 3) A well-nourished population, especially women and children. This project will be a demand-driven support mechanism that provides country-level sector and sub-sector analysis, program design, and implementation services. The Contractor will support the development of climate-smart Agri-food systems that are productive, profitable, inclusive, nutritious, and resistant to shocks. USAID seeks to obtain industry questions and/or comments for this planned new activity, Agri-Food Systems.
USAID is contemplating an Indefinite Delivery, Indefinite Quantity (IDIQ) type contract for the activities outlined in Appendix A: Draft Statement of Work (SOW). The attached Draft Statement of Work presents the current objectives and key elements of the activity. The level of funding for this project is expected to range between $750 million and $1 Billion total over a five-year ordering period.
This is not an invitation for bid, request for proposal or other solicitation; and in no way obligates the US Agency for International Development (USAID) to award a contract.
