Q:  Regarding the hardened back to reduce wear and tear - Is the hardened back required to be on the exterior surface of the bag or can the hardened back shell be covered by ballistic nylon?

A:  Because of the use of the bags and the way we palletize items, there is too much of a chance of tearing if the plastic was covered with nylon. We would prefer the hardened back be on the exterior.

Q:  Will warranty be considered in evaluation of bid price?

A:  No.  Warranty was not specified as part of this requirement.

Q:  Do the luggage bags have to be made in the USA or can they be import bags?

A:  The items must meet the following Department of Defense regulations that are included in the solicitation.  DFARS 252.225-7001 Buy American Act and Balance of Payments Program. DFARS 252.225-7002 Qualifying Country Sources as Subcontractors.
