Request for Information to Promote Future Competition

On 18 January 2013 NAVAIR issued solicitation N00421-12-R-0013 for Aircrew Services. The solicitation contained DFAR clause 252.215-7008, ‘Only One Offer', advising prospective offerors of procedures that would be followed in the case of a single offeror. On 4 March 2013 the response time for submission of proposals expired with only a single offer received.

The Government now invites all interested parties who elected not to submit an offer to provide a written explanation to the POCs identified below for why they decided against submission of a proposal, and recommendations for changes or enhancements the government can make in future solicitations to improve competitive opportunity for this requirement.
