This is a Sources Sought Notice. It seeks to gather information from companies that can provide fuel within the United Arab Emirates (U.A.E.). No solicitation is being issued at this time. DLA Energy is seeking information on industry capabilities and potential sources for providing fuel within the U.A.E. The Government is neither negotiating nor calling for offers at this time. This Sources Sought is an expression of interest only and does not commit the Government to pay for any response preparation cost. The Government will not make an award on the basis of this notice.
The Defense Logistics Agency (DLA) Energy Overseas Bulk Petroleum Products Division seeks potential sources to provide fuel of the U.S. Government-owned fuels located in the United Arab Emirates. The approximant annual quantity of fuel to be provided is Turbine Fuel, Aviation, JP-8 (~133,200,000 USG). All products will be provided to U.S. Government locations within the U.A.E. The period of performance will be for approximately one (1) year from date of award. A Firm Fixed-Price - Equitable Price Adjustment, Requirements type contract is anticipated. This requirement has been identified as a non-competitive contract action. Abu Dhabi National Oil Company for Distribution (ADNOC) is identified through United Arab Emirates law as the only source authorized to supply this requirement to Al Dhafra Air Base. It is DLA Energy's intent to enter into a contractual arrangement with ADNOC for this requirement as authorized by 10 U.S.C. § 2304(c)(1).
The Contractor must be authorized and licensed to carry JP8 and comply with all U.A.E. safety and environmental laws and regulations. All interested offers should register in the System for Award Management (www.sam.gov). DLA Energy has a mandatory electronic Enterprise Business System (EBS), which must be utilized in order to receive a contract award. Registration in various websites/systems must be accomplished in order to be considered for award. These systems cover items such as electronic ordering, invoicing and payment/payment status. Additionally, all interested offers must obtain prior written authorization to produce, store, refine, market, distribute, and/or import/export refined petroleum products in the U.A.E. from the Abu Dhabi National Oil Company for Distribution (ADNOC).
Interested parties may submit a capability statement to be considered by the Government. The capability statement must include an authorization from the government of Abu Dhabi to supply this requirement. Interested parties should submit a capability statement to the points of contact identified below as soon as possible, but not later than July 26, 2019. Authorization to perform and any supporting documentation must be included. This notice is not a request for competitive proposals. Any capability statements received by the closing date will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This determination will be based upon the responses to this notice and is solely within the discretion of the Government.
