This is a Request For Information (RFI ) for market research purposes ONLY.  The Defense Logistics Agency - Energy (DLA-E) is exploring alternative solutions and determining industry capabilities.  In accordance too FAR 15.201(e), responses to this RFI are not offers and CANNOT be accepted by the Government to form a binding contract.  This RFI is issued solely for the gathering of information and planning purposes and does not constitute a solicitation for proposals.  Any response to this notice will be treated as information only. 

All responses received may be held for an extended period of time or destroyed. In no case will any responses be returned to the originator. DLA Energy will not provide reimbursement for costs incurred in responding to this RFI as all costs associated with responding to this RFI will be the sole responsibility of the responding party. Respondents are advised that DLA Energy is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this RFI.  Responses to this RFI do not bind DLA Energy to any further actions related to this topic.

The primary purpose of this RFI is to generate interest, address concerns, and to develop a fair and competitive environment.

The RFI will close 15 MAY 2019.  Information will be accepted after 12 December 2014 however, no expectation of a response shall be anticipated after 15 MAY 2019. 

Fuel is needed to support our customers at Joint Pacific Alaska Range Complex (JPARC).  Fuel is needed at two (2) locations, Taylor Mountain and Far Mountain, Alaska.  Fuel is needed AS SOON AS POSSIBLE.  The details for each location is below.

LOCATION #1:  TAYLOR MOUNTAIN, ALASKA 99732 (10 miles west of Chicken, AK).

(1)  Taylor Mountain is accessible by driving (with road clearing equipment)and helicopter

(2)  Fuel requirement:  Ultra Low Sulfur Diesel #1 (DS1/NSN:  9140-01-524-5174)  

(3)  Fuel is needed for four (4) 10,000 gallon tanks at Taylor Mountain (GPS Coordinates: N64-01.565/W142-18.894)

(4)  Travel up to the top of the mountain is difficult and dangerous.  Part of the road is maintained by the State, from Poke Junction to Chicken.  The Government maintains from the turn-off to the top of the mountain (approximately four (4) miles).  The road has not been maintained this year (no one has been to the top of the mountain this year).

(5)  Fuel is needed ASAP.

**LOCATION #2:  FAR MOUNTAIN, ALASKA 99712

(1)  Far Mountain is only accessible by helicopter.

(2)  Fuel requirement:  Ultra Low Sulfur Diesel #1 (DS1/NSN:  9140-01-524-5174)

(3)  Fuel is needed for three (3) 2,500 gallon tanks at Far Mountain (GPS Coordinates:  N65-04.817/W145-46.667)

(4)  Fuel is needed ASAP.


***THESE TWO SITES ARE 110 NAUTICAL MILES APART*** 

***AT THIS TIME THE QUANTITY OF FUEL IS NOT KNOWN*** 

There is an exercise that starts on 13 MAY 2019 and ends 25 MAY 2019.  There will be additional exercises in JUNE and AUGUST.  

The contractor shall deliver fuel (diesel) to the sites specified above, ensuring environmental and personnel safety.  Fuel delivery shall be made by helicopter or truck depending upon site location, road conditions, and arctic climate conditions.  All applicable taxes shall be included in the per gallon price for the fuel costs. 

Below are the additional JPARC Remote Sites that will need fuel; however, at this time DLA Energy is only looking to provide fuel to Taylor Mountain and Far Mountain.
