The City of Salinas (“City”), a charter city located in Monterey County, California, is requesting proposals from qualified consultants to develop the Alisal Vibrancy Plan: Streetscape Master Plan for Alisal’s major commercial corridors, specifically East Market Street, Sanborn Road, East Alisal Street, and Williams Road within the Alisal Community. The Streetscape Master Plan shall build upon the work from the Alisal Vibrancy Plan (AVP) and East Alisal Street Corridor Plan, and refine the street corridor concepts further into more tangible final streetscape concepts. The consultant shall develop initial streetscape concepts and presentation material for community engagement. The Streetscape Master Plan will also include an analysis of traffic operations and presentation material for community engagement. The consultant shall: • Incorporate community feedback and develop alternative streetscape concepts. • Work with the community and project stakeholders to reach a consensus on a preferred final concept for each corridor. • Refine preferred final conceptual design further to the equivalent of 30% preliminary engineering drawings, which will lead into the next phase of the Project, final Plans, Specifications, and Estimates (PS&E). The Streetscape Master Plan shall follow the Visión Salinas Guiding Principles reflecting the community’s values and vision as “A City that celebrates, promotes, preserves and honors the diversity, history, art, and culture of its community: promoting the rich diversity and culture in the Alisal through art, music, festivals, parades and other community events; celebrating the City’s history, the architecture of its buildings, the diverse cultures of its people, and its rich immigrant history; and, fostering a sense of place by encouraging community driven transformation, initiating theme districts, and by building upon existing neighborhood identity.”
