NOTICE OF INTENT
The 502d Contracting Squadron (CONS), Joint Base San Antonio (JBSA) Lackland, TX intends to award a sole-source purchase order to Alcon Laboratories, Inc., 6201 South Freeway, Fort Worth, TX 76134 2001, USA , under the authority of FAR 13.106-1(b)(1)(i), for the purchase of 1,500 Wave Cards for the Allegretto Wave Eye-Q Laser.
This unique ophthalmic refractive surgical system provides an ultra-thin laser pulse on a projected crossline along the patient's cornea. The laser checks the eye's positions 400 times per second while delivering a pulse; this ensures the accurate placement of each laser pulse. The Allegretto Wave Eye-Q Laser System delivers superior results, while reducing side effects of laser vision correction surgery.
Alcon Laboratories, Inc. is the manufacturer and sole provider of the Allegretto Wave Eye-Q Laser System. Alcon delivers advanced technology unsurpassed by any vision laser manufacturer. The Allegretto Wave Eye-Q 400 hertz Laser System is the only refractive surgical make/model that meets the Government's needs. The Allegretto Wave Eye-Q Laser System requires purchase of Allegretto Wave Cards to support the number of procedures accomplished utilizing the equipment. The Wave Cards are proprietary to Alcon Laboratories Inc.

This notice is not a request for competitive proposals and no solicitation is available. The Government intends to acquire a commercial item using FAR Part 12 and intends to procure from only one source under the authority of FAR 13.106-1(b)(1)(i). Interested organizations may submit their capabilities and qualifications to perform the requirement in writing to [email protected] no later than 3:00 PM CDT, Wednesday, 29 August 2019. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications will not be accepted in response to this notice. No request for proposals or quotes will be issued based upon this Notice of Intent.
