The Regional Health Contracting Office - Pacific, in support of Tripler Army Medical Center (TAMC), Hawaii, intends to make a sole source award to Allergan for the purchase of breast implants and tissue expanders for TAMC, Hawaii. Allergan is the sole provider of these Allergan breast implants and tissue expanders for breast reconstructive surgery for cancer patients.  The authority permitting this award without providing full and open competition is cited in FAR 13.106-1 (b)(1)(i) which authorizes the government to award contracts when there is only one source reasonably available (e.g.urgency, exclusive licensing agreement, brand name or industrial mobilization).
