Pursuant to 13.106-1(b)(1)(i), the Federal Highway Administration (FHWA) intends to solicit from a single source with the Alliance for Telecommunications Industry Solutions (ATIS) to provide ATIS membership in support of the Intelligent Transportation Systems Joint Program Office (ITS JPO).  The FHWA requirement is for the membership, as part of the evolution towards greater connectivity between vehicles, pedestrians and other transportation system participants and the transportation infrastructure along with the expansion of vehicle automation, multiple communication technologies, are required to efficiently meet system needs. 3GPP is the Standards Development Organization (SDO) consortium that has provided leadership to coordinate consortium member SDO inputs to address each next generation of standards for wireless technologies: Global System for Mobiles (GSM), the second generation cellular (2G), 3G, 4G, and Long Term Evolution (LTE) standards. 3GPP is currently leading the coordination for developing 5G requirements. 

The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
