The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase request on a full and open competitive basis. This procurement is in accordance with the authority implemented by Federal Acquisition Regulation (FAR) Part 12 and FAR Part 13. This procurement is a total set-aside for small business concerns under the authority of FAR Part 52.219-6. Offerors must be registered in the System for Award Management (SAM) database prior to submission of a quote to be considered for award of any DoD contract. Quotations will be evaluated based on technical capability, price, and delivery terms. All factors are of equal importance: however, the Government reserves the right to make an integrated evaluation resulting in the best value to the Government, price and other factors considered. Award may go to other than the lowest price offeror at the sole decision of the Government. All quotations received by 12PM EST on 12 April, 2013 will be considered by the Government.
