Amendment No.1 - Extend the PROPOSALS DUE DATE  Friday, January 6, 2023 at 3:00 pm Honduras local time and post the responses to offerors’ questions in the attached Questions and Answers Document (refer to Attachment J.12).

The United States Agency for International Development (USAID), Mission to Honduras (USAID/Honduras) is seeking proposals from U.S. or non-U.S., non-profit or for-profit organizations, to provide services in support of the Strengthening Democratic Governance (SDG) Activity as described in the attached Request for Proposals (RFP).

The authorized Principal Geographic Code for this solicitation is 937. The North American Institute Classification System (NAICS) code for this solicitation is 541611 - Administrative Management and General Management Consulting Services.

Subject to availability of funds, USAID anticipates awarding a single-award Indefinite Delivery, Indefinite Quantity Contract (IDIQ) and Task Order 1 (See Attachment J.1) simultaneously. Any additional Task Orders will be placed in accordance with Section F.7 - Ordering Procedures. USAID anticipates that the maximum aggregate ordering limitation for the contract resulting from this RFP will be $90,000,000 over the five-year ordering period. The estimated total cost of Task Order 1 is between $30,000,000 and $35,000,000. There is no guarantee on the number of task orders that the successful contractor will receive or the amount of money beyond the minimum order guarantee set forth in the RFP.

The purpose of the SDG IDIQ is to build the systemic accountability and responsiveness of the Government of Honduras (GOH) to citizens, while also strengthening civil society, in order to increase trust, safeguard human rights, and incentivize Hondurans to remain in their country and participate in their democracy.

This RFP in no way obligates USAID to award a contract nor does it commit USAID to pay any cost incurred in the preparation and submission of a proposal. Award of a Contract under this RFP is subject to availability of funds and other internal USAID approvals.
