NOTICE OF INTENT TO AWARD - SOLE SOURCE PROCUREMENT
PROGRAM DESCRIPTION:

The Veteran's Health Administration (VHA) has a requirement to procure American Heart Association (AHA) Basic Life Support (BLS) HeartCode (HC) Licenses in support of the Simulation Learning, Education and Research Network (SimLEARN) and Resuscitation Education Initiative (REdI) Program. The RedI program has an ongoing requirement to provide initial and refresher emergency Cardiopulmonary Resuscitation (CPR) training across the VHA Provider system. The HealthStream SimManager
Express provides User Access to the HealthStream Learning Management
System (LMS), which in turn manages the licenses for AHA courseware, AHA
Voice Assisted Manikin (VAM) training and certification records, and User
Access to AHA courseware to enhance Provider skills. The North American
Industry Classification System (NAICS) Code is 511199 - All Other Publishers.
It is anticipated that the contract type will be a single award Firm Fixed Price
(FFP) contract.

This requirement is to purchase the following item:

1. HC BLS Cognitive system version: Part #90-1413, Quantity 25,000
ACQUISITION APPROACH: The contract will be issued on a Sole Source
basis in accordance with Title 10 U.S.C. 2304(c)(1), as cited in Federal
Regulation Acquisition (FAR) 6.302-1, quote mark Only One Responsible
Source and No Other Supplies or Services Will Satisfy Agency Requirements,
due to the required capabilities listed above. The Government intends to
award a contract to Healthstream Inc., 209 10th Avenue South, Suite 450,
Nashville, TN 37203.

NOTICE: This notice is being provided to verify that no other sources can
meet this requirement given the time required to meet the current need for this
effort.
