- FAR 52.212-2 Evaluation -- Commercial Items (the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and delivery terms considered). The following factors shall be used to evaluate offers:

Price, when compared to technical capability is the same in importance
Technical capability shall be evaluated on ARGO Avenger Responder 8x8 or equal having in vehicle patient on stretcher capability; emergency lights and sirens on the vehicle, winch and heavy duty drive belt, . Proposals will be evaluated on the basis of pass or fail. Once the proposal is given a pass or fail rating we will award to the lowest price technically passing proposal.
