This notice is provided by the Air Force Life Cycle Management Center, Air Dominance Division, AIM 120 Development Branch (AFLCMC/EBAD) to announce a 40 month development and test effort to support the Engineering, Manufacturing and Development (EMD) phase and ensuing Operational Test of the next AIM-120D software capability upgrade.  Under the authority of FAR 6.302-1, the anticipated award will be to Raytheon Missile Systems, 1151 E. Hermans Road, Tucson AZ, 85756, to support the AIM-120 weapon system improvement activities.  The contract action will be for AIM-120D System Improvement Program (SIP) expansion of AIM-120D performance capabilities via the design, development, integration, test, and delivery of the next tactical software load and all support equipment improvements required to field it.  Activities during this action will provide performance improvements to the AIM-120D missile identified in the Technology Maturation and Risk Reduction (TMRR) phase, address any deficiencies identified through developmental and operational testing, and provide aircraft integration updates to all US platforms compatible with the weapon system.  Improvements will encompass software deliveries for all hardware configurations of the AIM-120D variant which include the AMRAAM Data Processor and Processor Replacement Program.  The effort must also include integration and coordination with the form, fit, and function replacement (F3R) program currently underway at Raytheon Missile Systems. 

In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.  Any submission will need to demonstrate how the source can provide qualified capabilities without incurring substantial duplication of costs or unacceptable delays to the AMRAAM program activities.  Responses must be received within 15 calendar days after the posted date of this synopsis.

An ombudsman has been appointed in accordance with AFFARS 5352.201-9101.  Before consulting with the ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution.  If resolution cannot be made by the Contracting Officer, the interested party may contact the Ombudsman (Interim), Ms. Jill Willingham, Acquisition Program Management Division, (AFLCMC/AQP), Wright Patterson, AFB, OH,  937-255-5472.
