These services include:
Contractor shall provide pilot, instruction and aircraft [Antonov AN-2], for the USAF Test Pilot School (TPS) to support the Qualitative Evaluation (Qual Eval) Program (QE900).
Summary of Requirement: 1 qualified pilot for 7 days of curriculum support; maintenance ground crew support for 7 days; total of 10 days on station at Edwards Air Force Base, California are required; and 21.7 hours of dry rate flight time.
Description:
Qualitative Evaluation Sorties. Format for the Qual Eval sorties will be for the safety/instructor pilot to occupy a pilot station while pilot and/or non-pilot students occupy another pilot station. Student and staff pilots will be afforded the opportunity, within safety constraints, to take-off and land with a qualified contractor pilot at another set of flight controls. Non-pilot students and staff crew members will have access to a fully functional set of flight controls and will perform hands-on flying within the limits established by the qualitative review board (QRB), see TPS Operating Instruction OI 11-5 which contains guidance and limits established by the USAF Test Pilot School and is coordinated with the contractor.
Approximately twenty-six (26) staff and/or student test pilots/engineers or navigators shall fly the aircraft per class session as a minimum. Sortie duration is approximately 3.1 hours. Total flight time in support of the Qual Eval program will be the number of scheduled sorties multiplied by the scheduled sortie duration. The number of Qual Eval sorties required is seven (7) sorties.
The contractor shall provide at least one pilot to support the USAF Test Pilot School Qual Eval program possessing the following minimum qualifications:
FAA Commercial pilot certification
Type rating, Letter of Authorization or proper log book endorsement as required by 14 CFR Parts 61 or 91
Recent experience as required by 14 CFR Parts 61 or 91
Current Certified Flight Instructor certificate
Minimum 1500 hours total flight time
At least 100 hours in the AN-2 as pilot with at least 50 landings as the sole operator of the controls
The contractor shall provide a qualified maintenance ground crew with a minimum of one (1) certified Airframe and Power Plant technician while on location at Edwards AFB, California.
Contractor shall be required to comply with all federal, state and local operating authorities, permits and licenses, necessary beyond AFFTC's current operating authorities, to perform the instruction and/or development contemplated by the contract.
