Pursuant to 13.106-1(b), the Federal Highway Administration intends to negotiate a sole source purchase order with The Conference Center at Maritime Institute to provide an all-inclusive conference facility for Building the Foundation for Visionary Leadership (BVL) course for Federal Highway employees. The Conference Center offers an all-inclusive campus with learning center and lodging which is required for the type of training being conducted. Although other facilities were solicited, the Conference Center at Maritime Institute is the only viable facility for this event because other comparable facilities are not available during the required dates, it offers an all-inclusive conference facility, and the facility is centrally located for the anticipated participants with proximity to the Department of Transportation headquarters.

The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
