The Naval Air Systems Command (NAVAIR) has a requirement for Interim Logistics Support (ILS) for the Department of the Navy Large Aircraft Infrared Countermeasures (DoN LAIRCM) program. NAVAIR plans to award a sole source delivery order under NAVAIR BOA N00019-08-G-0012 to Northrop Grumman Corporation, Electronic Systems, Defensive Systems Division, Rolling Meadows, IL for contractor logistics support and system training. The contractor shall provide the necessary facilities, labor, materials, parts, and test and tooling equipment, system training manuals, text material, course outlines and instructors required to; (i) Establish and maintain a Failure Reporting, Analysis and Corrective Actions Systems (FRACAS); (iii) Provide flight crew and maintenance system training in support of the DoN LAIRCM system. This effort is being awarded on a sole source basis to Northrop Grumman Corporation, Electronic Systems, Defensive Systems Division, in accordance with FAR 6.302-1 because Northrop Grumman is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements.
