The Naval Air Systems Command intends to award a Firm Fixed Price (FFP) delivery order under NAVAIR BOA N00019-09-G-0013 to Alliant Techsystems Inc., Clearwater, FL for the procurement of approximately ninety-six (96) United States Air Force and six (6) United States Army AAR-47 sensor upgrades to the AV2 configuration, P/N 3313-AS-700-3. This action is being awarded on a sole source basis to Alliant Techsystems Inc., Clearwater, FL. As the sole designer, developer, and manufacturer of the AAR-47 MWS, Alliant Techsystems Inc. is the only qualified source which possesses the requisite knowledge required to perform this requirement in a timely and cost effective manner. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c) (1), as implemented by Federal Acquisition Regulation 6.302-1, “only one responsible source and no other supplies or services will satisfy agency requirements.” The Government does not intend to use the provisions of FAR Part 12 for this acquisition. This notice of intent is neither a request for proposal nor a solicitation of offers.
