This is a Small business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources:(2) whether there are small businesses, HUBZONE small businesses, service disabled veteran-owned small businesses or (8a) small businesses, veteran- owned small business, woman-owned small businesses or small disadvantaged businesses veteran owned small businesses; woman owned businesses, or small disadvantaged businesses and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable code should not submit a response to this notice.

Background Information
The National Institutes of Health (NIH) is the nation's foremost federally funded biomedical research institution. It is comprised of twenty-seven Institutes, Centers and Divisions. The Warren G. Magnuson Clinical Center is the on-site 267-bed hospital for the NIH campus comprised of clinical, laboratory and administrative staff who support the Institutes as they conduct clinical research working with inpatients and outpatients participating in research studies at the NIH. The Department of Peri-Operative Medicine (DPM) provides surgical services support for patients enrolled in the experimental protocols of several Institutes.

The Department of Critical care Medicine Services provides support for several research protocols that demand clinical investigation, research in animal model and molecular biology. The Clinical Center has a critical need to establish a contract for analysis of metabolomics from human volunteers to provide blood samples for research information and data analysis.

Purpose/Duties
The purpose of this notice is to obtain information analysis of the metabolomics response in serum from human volunteers who have been challenge with intravenous endotoxin. This study was done under a collaborative research agreement between Duke University .The samples are unique as they reflect a Phase 1 study that evaluated the dose response of a new preparation of E. coli group endoxin in healthy human volunteer.

 

SCOPE OF WORK
The contractor shall indemnify the Government for any liability producing act or omission by the contractor during the contract performance. Contractors shall not be considered at any time employee of the Federal Government for any purpose. The contractor will perform close escalation study of IV endoxtoxin in 24 volunteers studied in 4 cohorts of 6 patients ( 2 controls and 4 endoxin challenged subjects in each group; Serial blood samples were obtained over total of 8 hours and at 24 Hours.

Location: All the work will be perform within the state of North Carolina and in the city of Morrisville.

Capability Statement is to include:

Information regarding respondents; (a) staff expertise, including their availability, experience and informal and other training; (b) current in-house capability to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts; references, and other related information:

• Respondents, DUNS number, organization name, address, point of contract, and size and type of business (e.g.8(a), HUBZone, etc) pursuant to the applicable NAICS code;

• Respondents; technical and administrative points of contract including names, titles addresses, telephone and fax numbers and email addresses;

• Respondents must respond to this notice by June 21, 2017
