This is a combined synopsis/solicitation for commercial items prepared in accordance with Part 13.5 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. All correspondence regarding this acquisition shall reference Request for Quotation (RFQ) Number HSCG40-14-Q-20104. The NAICS Code is 333923, Overhead Traveling Crane, Hoist, and Monorail System Manufacturing with a small business size standard of 500 employees.

The U.S. Coast Guard Surface Forces Logistics Center intends to award a firm fixed price contract for purchase of three anchor windlass assemblies to support the WLB-225 Class Buoy Tenders. The anchor windlass assemblies include both port and starboard anchor windlasses and the control station for WLB-225. It is anticipated that a non-competitive contract shall be awarded as a result of this RFQ. All parts must be manufactured by the Original Equipment Manufacturer (OEM), Appleton Marine Inc. Market research has revealed that Appleton Marine Inc. is the only source that can manufacture the item and ensure compatibility with the existing onboard equipment and conformity to the OEM design and material requirements. Items submitted under this RFQ which are for other than OEM parts will be rejected as non-responsible. Drawings, specifications and technical data are proprietary to the OEM and cannot be furnished by the Government.
