The United States Department of Agriculture- National Center for Animal Health, in accordance with FAR 6.302.1 (only one responsible source and no other supplies or services will satisfy agency requirements) intends to negotiate on a sole source basis with Tecniplast PO Box 1209, West Chester, PA. NAICS 332999 applies. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 12:00 pm EDST/EDT on September 15, 2015.

Re-competing this requirement and switching vendors would require shutting down the current caging systems and removal of the existing system, and installation and testing of new one, which would cause a significant and costly disruption to services provided by the Agency.

Fair and Reasonable Pricing Determination: Caging pricing will be determined fair and reasonable based on the FAR 15.406-3. This notice is for informational purposes only. No formal solicitation will be issued. A determination by the Government not to compete is solely within the discretion of the Government. Simplified procurement procedures per FAR 13 will be used as well as commercial item acquisition regulations per FAR 12. Any inquiries regarding this acquisition must be submitted by email by 12:00 EDST/EDT on September 15, 2015.
