In accordance with FAR 5.2, this announcement serves as a pre-solicitation notice only and not a solicitation. The Securities and Exchange Commission's (SEC), Office of Acquisitions, intends to issue a solicitation to seek a GSA Schedule 76-Media Publications contractor who will provide enterprise-wide internet access to an extensive online collection of securities, commodities, and derivatives, banking, and stock exchange publications and shall include federal and state statutes, related regulations, rules, case law, handbooks, agency issuances, and securities statutory information from at least 40 other countries.

The period of performance for this procurement shall consist of a twelve month base period with up to four (4) one (1) year options.

This requirement will be procured in accordance with FAR Part 13. The Government anticipates award of a GSA Task Order (firm fixed price) against their Federal Supply Schedule. This procurement is for eligible GSA 76-Publication Media contractors and the Task Order will be issued to the firm offering the best value proposal to provide the services in accordance with the Statement of Work (SOW). The North American Industry Classification System (NAICS) code is 511199-All Other Publishers and the business size standard is 500 employees.

The Request for Quote (RFQ) shall require the submission of a technical proposal as well as a price proposal. The actual solicitation and all related documents and amendments, if any, will only be released and available electronically GSA's eBuy website. The response due date and time for proposals will be clearly stated in the solicitation document. It is the contractor's responsibility to monitor the website for the issuance of the RFQ as well as any updates to the solicitation. All contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov) prior to submittal of a proposal.

The solicitation will be posted to GSA's eBuy on or after March 6, 2013.
