The U. S. Department of Transportationâs (DOTâs) Research and Innovative Technology Administration (RITA) intends to purchase, on a SOLE-SOURCE basis, from Gartner, Incorporated, an annual renewal of two licenses for RITAâs use of Gartnerâs IT Leaders Advisor service subscription, as is further explained below. However, any organization (other than Gartner) that believes that it is capable of providing an equivalent service at the high level of quality indispensable to RITA, shall e-mail a Statement of Qualifications to

RITAâs Office of the Chief Information Officer plays a vital role in establishing policy, planning, managing and oversight related to RITAâs Information Technology Program. As the IT leadership organization, the RITA OCIO must keep agency systems and IT processes operating efficiently to allow for RITAâs unique mission and functions to continue and RITAâs stakeholdersâ needs to be met. Additionally, the Office of the Chief Information Officer must fully support DOTâs strategic and tactical objectives, and ensure that RITAâs research and technology programs are integrated when required.
Given RITAâs critical mission and the fundamental role of IT in RITAâs success, it is important for RITAâs IT leaders to have access to extensive technology information and IT analyst expertise to provide guidance upon which to make decisions. The types of issues on which RITAâs OCIO will need to focus over the coming year or more are wide ranging, such as:
IT Trends and future technologies that RITA can leverage to accelerate mission attainment;
Web 2.0, web re-design processes, and data integration;
Messaging beyond the use of RSS or similar technologies for stakeholders and others;
Content Management-related activities in support of statistical and library services;
Technology considerations in the selection and deployment of packaged business applications;
Social networking technologies and best practices;
Relational database maintenance, data management and potential migration issues; and
Collaboration technologies including Sharepoint product information and best practices.
These challenges encompass literally dozens of critical decisions which will likely involve hardware, software and other technologies, business processes, and best practices. The opportunity exists to optimize decisions and to defend RITAâs ultimate approach with the benefit of having available to RITA objective and reliable research and insight, proven best practices, and innovative thinking for strategy development.
Gartner provides a comprehensive set of research and tools to meet RITA requirements. The tools are easy to use and have the flexibility to be tailored to the specific requirements of various users. Gartner provides re-usable templates, presentations and diagnostics tools across a broad range of information technology areas such as Business Process Improvement, Enterprise Architecture, Sourcing and Vendor Relationships, and Security. The service also includes Gartnerâs âCore Researchâ archive and tool kits that are ready-to-use, actionable, and save time and resources vs. building them from scratch.
Lastly, the service subscription includes the following:
Web access to all Gartner for IT Leaders research content on Gartner.com;
Web access to all Gartner Core research content on Gartner.com;
Un-metered Analyst Inquiry calls for each Advisor seat holder;
Un-metered Standard Document Reviews of business-related documents; (20 pages or less per document review;
Teleconferencesâperiodic âtelephone meetingsâ on pressing, timely issues where Gartner analysts speak to Gartner members and poll the listeners (Advisor level);
Talking Technology Seriesâa monthly audio series that provides an executive summary focusing on current, popular IT issues (Advisor level).
RITA is aware of no organization, other than Gartner, Incorporated, that can: (a) provide the serviices described above; and (b) provide the broad range of expertise which Gartner can make available on very short notice and which is covered within the cost of subscription. However, any organization (other than Gartner) which believes that it is capable of providing an equivalent service at the high level of quality indispensable to RITA, shall e-mail a Statement of Qualifications to
