Description:  This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice.  The Federal Bureau of Investigation (FBI) is issuing this requirement as a Request for Quote (RFQ) the number is RFQ #15F06721Q0000359.  This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06.  This is a combined synopsis/solicitation for commercial items is in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. This notice will be distributed solely through the System for Award Management (SAM) Contract Opportunities website (SAM.gov). Interested parties are responsible for monitoring SAM.gov to ensure they have the most up-to-date information about this acquisition.  The North American Classification System Code (NAICS) is 237130 and the SBA size standard is $39.5 Million annual revenue.  This is set aside 100% for small business.

The FBI intends to acquire; on a sole source basis, from Train’s Towers, Inc. P.O. Box 16 Haddon heights, NJ  08035 antenna equipment and installation services as outlined in the attached RFQ for the Lawrenceville New Jersey tower site.  For the proposed contract the Government intends to solicit and negotiate with only one source.  Train’s Towers is the only Contractor approved by the tower owner to perform work on their tower.  The government intends to award this effort pursuant to the authority of 1 U.S.C. 3304 (a)(1) as implemented by FAR Subpart 6.302-1 – Only one responsible source and no other supplies or services will satisfy agency requirements.  The anticipated contract will be a Firm-Fixed Price (FFP) contract with a period of performance 60 – 90 days.  This notice is not a request for competitive proposals.  This synopsis is published to notify potential offerors that this is anticipated to be a contract awarded on a sole-source basis.  All responsible sources may identify their interest by submitting a capability statement and quotation, which shall be considered by the agency.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.  Responses shall be submitted via email to Nancy J.
