The Naval Air Systems Command (NAVAIR), V-22 Osprey Program (PMA 275), Patuxent River, MD intends to negotiate and award a sole-source Delivery Order under Basic Ordering Agreement (BOA) N00019-17-G-0002 to Bell Boeing Joint Project Office, 401Tiltroter Drive, Plant A, Amarillo, TX 79111-1200 for the Non-Recurring Engineering (NRE) to support the qualification, integration, and documentation necessary to incorporate the P/N 7-1500 Antenna Logic Control Unit (ALCU) for use in the V-22 Osprey aircraft.
This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements." The Bell Boeing Joint Project Office is the sole designer, developer, and manufacturer of the V-22 Osprey aircraft and therefore is the only company that has the requisite knowledge, experience, and technical data required to successfully support fleet and program requirements. This synopsis is not a Request for Proposals. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. All responsible sources may submit a capability statement, which shall be considered by the agency.
