The Naval Air Systems Command (NAVAIR) intends to issue a delivery order under Basic Ordering Agreement N00019-17-G-0002 with the Bell Boeing Joint Program Office, 401 Tiltrotor Drive, Amarillo, TX 79111 on an 'other than full and open' competitive basis to provide the necessary Non-Recurring Engineering to support the qualification, integration and documentation necessary to replace the current CV-22 High Frequency (HF) Radio Antenna Tuning Unit (ATU) due to Obsolescence issues.
This action is being awarded on a sole source basis to the Bell Boeing Joint Program Office in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Bell Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Also, Bell Boeing is the only source that possesses the totality of engineering and technical data required to perform these efforts. This synopsis is not a Request for Proposals. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. All responsible sources may submit a capability statement, which shall be considered by the agency.
