Description: This notice is to synopsize an anticipated full and open FAR Part 15 contract action for a AN/TRN-41 replacement Man-Portable Tactical Air Navigation (MP TACAN). The anticipated contract action is for a five year Indefinite Delivery/ Indefinite Quantity (ID/IQ) contract with a possible two year ordering period extension. The period of performance will be established on individual delivery orders, but is expected to exceed the ordering periods. The estimated contract award date is 29 Sep 23 with a minimum order of five MP TACAN systems. The contract value ceiling for the ID/IQ is $198,360,000.00 and is subject to change. The scope of this contract includes MP TACAN systems, spares, support equipment and tools kits, interim contractor support (replaceable parts and maintenance/software), training, organic depot stand up support, non-reoccurring engineering changes to incorporate future technology upgrades, data rights to support organic depot, per events for repairs expressly stated as not covered by warranty or ICS, and non-separately priced data.
IAW FAR 52.225-3 Buy American-Free Trade Agreement- Israeli Trade Act, one or more of the items under this acquisition is subject to Free Trade Agreements.
IAW FAR 52.225-5 Trade Agreements, One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.
IAW FAR 52.225-11 Buy American-Construction Materials under Trade Agreements or FAR 52.225-23 Required Use of American Iron, Steel, and Manufactured Goods-Buy American Statute-Construction Materials under Trade Agreements, One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.
All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
Contracting officers may publish notices of solicitation cancellations (or indefinite suspensions) of proposed contract action at any time and is under no obligation to reimburse an offeror for any costs.
Foreign participation is permitted at the prime contractor level. (AFFARS 5305.204)
NOTICE: The Government anticipates having a virtual Provisioning RFP Conference to highlight the provisioning process to ensure Offerors have the necessary information to propose accurately. There will be more information about the virtual conference with the RFP notice. We are anticipating this conference to take place for a half-day sometime between 5 Dec – 8 Dec. All Offerors will be invited to participate at the same time to ensure everyone hears the same information. There will be no make-up session. This conference information is subject to change and the Government may not hold it at all.
