notice for the following:

APECS Parkas: Water resistant outerwear garment; windproof, breathable with a moisture wicking barriers at cuffs and hemmed bottom; cargo pockets with hand warmers; 100% waterproof, moisture-vapor-permeable fabric  (Nylon GORE-TEX-like); Air Force Digitized Tiger Stripe; Sewn to Mil Spec: MIL-DTL-32157; Soft, Quiet, and Ultralight with increased breathability; Waterproof even after exposure to contaminants such as Jet Fuel, Gasoline, Hydraulic fluid, Deet, Petroleum, Oil, and lubricants; and Roll-n-Stow hood. 

USAF Certified by Wright Patterson AFB IAW Specification MIL-DTL-32157 and Interim Changes.  Specification is available from https://assist.daps.dla.mil/quicksearch/.

**Actual sizes and quantities to be provided in the solicitation.  Sizes range from XSmall/ XShort-XXLarge/ Long.

The delivery date is on or before 15 June 2010.   Delivery will be FOB Destination.  Request for quote (RFQ) will be available on or about 11 February 2010.  Due date of receipt of quotes will be indicated in the solicitation document when it is released.  The RFQ will be made available electronically on FedBizOpps.  The North American Industry Classification Systems Code (NAICS) is 315211 and the small business size standard is 500 employees.  This acquisition is 100% set aside for Small Business.  Once the solicitation is posted on FBO, it is incumbent upon the interested parties to review this site frequently for any updates or amendments.  It should be noted that paper copies of documents will not be provided.  Offerors must be registered with Central Contractor Registration (CCR) or may be not be considered for award.  Registration can be accomplished at http://www.ccr.gov.  252.225-7001, Buy American Act and Balance of Payments Program (Jan 2009) and  DFARS 252.225-7012, Preference for Certain Domestic Commodities (Dec 2008) (Berry Amendment) applies to this buy.  As of 1 Jan 2005, the Federal Acquisition Regulation (FAR) requires the use of Online Representations and Certifications Application (ORCA) in Federal solicitation as part of the proposal submission process.  Representation and Certification are to be accomplished in the database at https://orca.bpn.gov/ .  Registration requires applicants to have a DUNS number from Dun and Bradstreet and can be obtained at www.dnb.com.  The Government will award a contract resulting from this solicitation to the responsive responsible offeror who offer conforming to the solicitation will be most advantageous to the Government:

a.  Technically Acceptable (Required: USAF Certification)
b.  Low Price

USAF Certification-Offerors are required to be certified with Wright Patterson Air Force Base for APECS Parkas in order to be considered for this solicitation.  Contractors submitting an offer on this solicitation shall be "USAF Certified" by the 311 HWS/YACL, BLD 63 Area B 1901 10thStreet, Wright Patterson AFB, OH 45433-7605, POC Ms. Gina Rice (937) 255-6073.  Offeror shall submit a copy of their current certification from Wright Patterson AFB (WPAFB) to be Technically Acceptable.  If the offeror does not include a copy of their current certification, the offeror will be automatically disqualified from further evaluation and, thereby disqualified from contract award under this solicitation.  The technical qualification will be determined on an ALL (pass) or NONE (fail) basis-no exceptions.  Only proposals with current certificates from WPAFB will be accepted.

5352.201-9101 OMBUDSMAN (AUG 2005)

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official.  Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes.  The ombudsman may refer the party to another official who can resolve the concern. 

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.  Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of
OMB Circular A-76 competition performance decisions).
