(1) The APEX program will successfully provide skills needed to manage and supervise aircraft loading operations. The Government expects the contractor to be able to design and develop an advanced training system that will incorporate the in-residence course solutions into a scenario driven simulation. Training simulation should provide a realistic scenario of the duties and responsibilities experienced by an Aerial Port Expeditor prior to and during loading cargo onto a C-17 and C-5 aircraft. Simulation should allow students to freely maneuver an avatar around the environment to inspect safety equipment, cargo and aircraft components. While maneuvering the avatar, they will be looking for detailed discrepancies that could prevent safe operations. This effort must provide students with a realistic training experience matched only by performing these tasks on an actual aircraft. This training must pave the way for hands on training that follows the course.
Place of Performance: This program will be installed at the Expeditionary Center, Joint Base McGuire Dix Lakehurst, New Jersey.
