Code and Description:  66 - Electrical and Electronic Properties Measuring and Testing Instruments

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.   

Synopsis/Solicitation N0017822Q6815 is issued as a Request for Quotation (RFQ).  The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation as indicated in the attached SF18.  The SF18 form is being utilized to generate the applicable clauses from the Standard Procurement System. 

This requirement is not eligible for small business set-aside.

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a Brand Name basis API Technologies Corporation manufactured products. NSWCDD H33 supports Pre-launch tests for all SM-6 Waterside Integration Testing (WIT) and SM-6 live firings. Pre-launch tests are a mandatory requirement for launching SM-6 missiles on US test range. During the pre-launch checks, a Telemetry Combiner Box is used to filter and adjust the signal from the Fuze Adjunct Telemeter, inside the missile, to match the Encrypted Telemeter inside the missile. The signal is adjusted using a manual step attenuator. 

Market research was performed and has shown that API Technologies is the manufacturer that can provide an instrument to meet the above capabilities. API Tech provides the only device that is Repeatability better than 0.1 dB over frequency range and life; is tested to 1,000,000 operations at +75°C,operates dependably even down to -40°C; and is capable of handling 6Ghz with 70db of accurate attenuation. These options are required to support the Standard Missile – 6 Pre-launch tests. The Variable Attenuators, Manual Step, Ruggedized SMA Connectors, part number 3054, meets current builds and configurations, having to acquire a different model of Variable Attenuators would result in significant cost increase in materials and engineering time modifying the current build to compliment the new component. API Technologies has two authorized distributors available.

Please include shipping/freight cost to Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13.  The order shall be firm fixed price.  

All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.  The completion and submission to the Government of an offer shall indicate the Offeror’s unconditional agreement to the terms and conditions in this solicitation. Offers may be rejected if an exception to the terms or conditions set forth in this solicitation is taken.

At time of proposal submission please submit any historical data as well as published pricing.  Quotes will only be accepted from authorized re-sellers who have provided a Letter of Authorization.  Award will be made based on Lowest Price Technically Acceptable.
