Provide appraisal reports for Shaw AFB, Sumter County, South Carolina in accordance with the attached Request for Quotations and Statement of Work.
TYPE OF APPRAISAL REPORT
a. The appraisal reports prepared under this purchase order should conform to the Uniform Appraisal Standards for Federal Land Acquisitions 2000 (the âUASFLA or âYellow Bookâ, URL @ www.usdoj.gov/enrd/land-ack/) and the Uniform Standards for Professional Appraisal Practice (USPAP).
b. A Summary Report format is required for each report. This is a federal acquisition so the Federal Rule will apply for partial acquisitions, requiring the inclusion of the following in each report: an estimate of Market Value for the Before, an estimate of the Market Value for the After, and an Acquisition Analysis of the Part Acquired including damages. Improvements, even if contained outside the acquisition boundary, will be included in the report. Each report should contain at a minimum, but not necessarily in that order, the following items:
⢠Appraiserâs Certification (should comply with current USPAP and contain a reference to the report being prepared âin conformity with the Uniform Appraisal Standards for Federal Land Acquisitionsâ)
⢠Photographs of Subject Property (showing the date and name of person taking photograph)
⢠Location Map
⢠Plat/Survey (to be supplied by USACE)
⢠Name/Address of Owner
⢠Statement of Owner Contact
⢠Purpose of the Appraisal to include the rights to be appraised, date of valuation, and interest to be acquired
⢠Scope of the Appraisal
⢠Property Data and Description to include Site, Improvements, Assessed Value, Zoning and other applicable land use regulations
⢠Ten-year Sales History (UASFLA requirement)
⢠Brief analysis of Highest and Best Use
⢠Value Estimate by Cost Approach if deemed applicable for the property.
⢠Value Estimate by Sales Comparison Approach
include detailed comparable write-ups;
comparables must be confirmed by a knowledgeable party to the transaction;
each comparable should be discussed in relation to the subject property in the adjustment process, and excessive adjustments must be reasonably explained, documented, and supported.
⢠Value Estimate by Income Capitalization Approach, if applicable
⢠Discussion and valuation of any Partial Acquisition and a full discussion of any severance damages to the remainder property (that portion of the property not to be acquired by the Government).
⢠Correlation and Final Value Estimate
⢠Exhibits and Addenda
⢠The report must include documentation of contact with the owner(s) and/or their representatives concerning inspection of the property.
