156th Airlift Wing, at the Muniz Air National Guard Base, Carolina, Puerto Rico intends to issue an Invitation for Bid (IFB) to award a single firm fixed- price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to provide and construct a new state of the art Apron Lighting system based on LED technology per provided specifications and drawings.  Magnitude of this project is between $500,000 and $1,000,000.00 Construction/contract completion time is 365 days after notice to proceed to include inspection and punch lists.

Your attention is directed to FAR Clause 52.219-14 (b)(4) Limitations on Subcontracting which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractors, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project.

The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $36.5 million. This action is being procured as a 100% Total set aside for small business concerns Invitation for Bid. Specific details will be posted in the solicitation. Receipt of questions are due on 4:00 PM 26 August 2020. The tentative date for issuing the solicitation is on-or about 28 August 2020. The tentative date for a mandatory pre-construction conference and site visit is on-or about 19 August 2020, 10:00AM local time at the 156th Airlift Wing, Muniz Air National Guard Base, Carolina, Puerto Rico. Interested contractors are encouraged to attend and shall follow Site Visit registration and base access requirements and they are as follows;

The solicitation closing date is scheduled for on-or about 26 September 2020 at 12:00PM. Actual dates and times will be identified in the solicitation. In accordance with (IAW) FAR Part 6 and DFARS Part 206, competitive selection procedures will apply. Evaluation factor is Price Only, subject to the offeror’s responsive and responsible determination. The Government intends to award without discussions. Interested offerors must be registered in SAM. Interested bidders/offerors must register with Contract Opportunities before accessing the system. Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 15 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on Contract Opportunities. Bidders/offerors who have registered with Contract Opportunities must access the data for this solicitation with their MPIN. Bidders/Offerors cannot log into the Contract Opportunities home page and search for data. This solicitation is a competitive bid and there will be a formal public bid opening.
