The Contractor will be responsible for completing the design, development, and test of the modifications to the VTUAV system required by the AN/APX-123 IFF. Items developed under this contract are limited to the non-recurring installation engineering for the VTUAV Air Vehicle and Control Station as needed to complete the integration of the new IFF as well as the activities needed to upgrade the AN/APX-118 into the AN/APX-123. This effort includes updates to VTUAV trainers.
The proposed contract action is for services and hardware for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement. FAR 6.302-1 (a)(2)(iii)(A), states services may be deemed to be available only from one responsible source when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this requirement is within the discretion of the Government.
