The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement N00019-07-G-0008 with the Bell Boeing Joint Program Office on an other than full and open competitive basis to develop, integrate, test, and qualify on the V-22 aircraft Government Furnished Equipment (GFE). Efforts include Non-Recurring Engineering (NRE) for Production Incorporation and retrofit NRE via an ECP for the integration and test into the air vehicle, and airworthiness substantiation of the replacement of the RT-1836(C) AN/APX-118(V) Identification Friend or Foe (IFF) system with the RT-1912(C) AN/APX-123(V) 4 system for the MV Osprey for production implementation of MV aircraft Lot 16 and subsequent. All MV-22 subject to operational deployment will need to be fitted with the RT-1912(C) AN/APX-123(V)4. The current IFF system installed on MV-22 aircraft is the RT-1836(C) AN/APX-118(V), which is provided to Bell-Boeing as Government Furnished Equipment (GFE) for installation on MV-22 aircraft. The US government is currently engaged in upgrading its aviation fleet to the next generation of IFF which incorporates a Mode 5 capability. Bell-Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the engineering data, technical skills and requisite knowledge of the design, fabrication, performance, operation, and maintenance and support characteristics of the aircraft.
