The Architect of the Capitol (AOC), Acquisition and Material Management Division (AMMD) is issuing Request for Proposals (RFP) AOCSSB20R0014 for Arboretum Assessment.  It is anticipated that this RFP shall result in a Firm Fixed Price contract to a responsible offeror who is actively registered in the System for Award Management (SAM) and whose offer represents the overall best value to the AOC.

The North American Industry Classification System (NAICS) code for this requirement is 541620 - Environmental Consulting Services.  The Product Service Code (PSC) is B510, Special Studies/Analysis - Environmental Assessments.  The period of performance of the resultant contract is anticipated to be from July 1, 2020 through June 30, 2024, comprised of five 12-month period of performances. 

This is a combined synopsis/solicitation for commercial items as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; proposals are being requested and a written solicitation shall not be issued.  This solicitation is issued as a Request for Proposals (RFP). 

This RFP is a Total Small Business Set-Aside. Only Small Businesses shall be considered for Award.

Amendments:

Amendment 1:

Amendment 1 changes this RFP from Full and Open Unrestricted Competition to a Total Small Business Set-Aside and also removes reference to "Attachment 3" as the SF33 on page 1 of Attachment 1. No SF30 is issued with Amendment 1.

Amendment 2:

Amendment 2 is hereby issued to provide answers to the Questions from Vendors. See Attachment A2.1 for Questions and Responses.

Amendment 3:

The purpose of this amendment is to extend the proposal due date to April 15, 2020 by noon ET.
