This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12 and 13, as supplemented with additional information included in this notice.

Synopsis/Solicitation N00178- 15-T-0046 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation.

This requirement is not eligible for small business set-aside.

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a Sole Source basis INNOVATIONS IN RESEARCH & ENGINEERING ARES Software Development.

INNOVATIONS IN RESEARCH & ENGINEERING is the only party that has participated in any development effort and the only party with the technical knowledge base to perform the work. Awarding to another vendor would require additional testing, configuration management, and training, resulting in a substantial duplication of costs to the Government. NSWCDD requires INNOVATIONS IN RESEARCH & ENGINEERING to develop and implement the software in order to demonstrate Supervised Autonomous Fire Technology (SAF-T) onboard the ARES robot.

The requested service from INNOVATIONS IN RESEARCH & ENGINEERING represents the minimum requirements of the Government. Please include shipping/freight cost for FOB destination Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price.

All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.

In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov .

Quote is due 24 February 2016, no later than 4:00 p.m. EST with an anticipated award date by 20 March 2016.
