This is a pre-solicitation synopsis.  The RFP, with information and specifications will be available on the DLA Internet Bulletin Board System (DIBBS) Home Page (see instructions below) after December 21, 2016.  Please note that all dates are estimated. 

The proposed acquisition is for Army Achievement Medal Set, Army Achievement Full Size Medal, Airforce Commendation Medal Set, and Army Commendation Medal. NSN:
8455-01-164-6632, 8455-01-128-2438, 8455-00-656-1231, and 8455-00-246-3820.  SPEC: MIL-DTL-11589/280F, MIL-DTL-11484/135E, MIL-DTL-3943/102E-1, MIL-DTL-11589/280E 5/5/2014, MIL-DTL-11589/1G, MIL-DTL-3943/29/E-1, MIL-DTL-11484/22E, MIL-S-3951D 23 Apr 1993, MIL-DTL-3943/27F-1 09/10/2007 and MIL-DTL-11589/37D 6/29/2001.  The Buy American Act and the Berry Amendment apply.  The solicitation will result in an Indefinite Delivery Type Contract with 1 base year term and 4 (four); 1 year option terms.  The quantity is as follows: base year minimum 24,444, base year annual estimated quantity 97,776, base year maximum 122,220.  Option years 1 - 4 minimum 24,444 per year, Option years 1-4 annual estimated quantity 97,776, and maximum Option years 1-4 122,220 per year.  Product Demonstration Models will be required with submission of your bid.  Production lead time is 120 days after date of award.  Destination Arizona Depot.  This new acquisition will be available under RFP SPE1C1-17-R-0042

 after November 30, 2016. The estimated closing date for the RFP is January 20, 2016.

https://www.dibbs.bsm.dla.mil/ . Detailed system requirements for registration can be found on the DLA Dibbs Home Page accessed on https://www.dibbs.bsm.dla.mil/  A few highlights of the information that will be found include :
1. On the DLA Internet Bulletin Board System(DIBBS) Home Page, click the Vendor Registration  link to begin the registration process.  
2. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the System for Award Management (
SAM.Gov) system. 
3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately.  A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User.  If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided.  The Super User should be contacted to set up additional accounts, logons and passwords for their CAGE.  DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. *  The representative who starts the DIBBS registration process has the option to accept their System for Award Management (
SAM.Gov) registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE.  *The super user acts as the account administrator of a CAGE.  They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGE through My Account (Account Maintenance).

The Defense appropriations and authorization act and other statutes (including the Berry Amendment) impose restrictions on the DoD's acquisition of foreign products and services.  Generally Clothing and Textile items (as defined in DFARS clause 252.225-7012) and specialty metals (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted, or produced in the United States, unless one of the DFARS 225.7002-2 exceptions applies.
